होम्योपैथिक क्लीनिकल प्रतिष्ठानों के लिए क्लीनिकल प्रतिष्ठान अधिनियम के तहत न्यूनतम मानकों का ड्राफ्ट समीक्षा के लिये उपलब्ध
स्वास्थ्य
और परिवार कल्याण मंत्रालय ने क्लीनिकल प्रतिष्ठानों के लिए क्लीनिकल
प्रतिष्ठान अधिनियम के तहत न्यूनतम मानकों का ड्राफ्ट समीक्षा के लिये
तैयार किया है । यह अधिनियम व्यक्तिगत होम्योपैथिक क्लीनिक ( एकल
चिकित्सको द्वारा संचालित ) और होम्योपैथिक चिकित्सको द्वारा संचालित
नर्सिंग होम दोनो पर लागू होगा। ड्राफ़्ट अभी समीक्षा के लिये है और इसके
लिये चिकित्सकों और आम पब्लिक से भी सुझाव माँगे गये है ।Download Homeopathy Draft

ज्ञात हो हाल मे ही उत्तर प्रदेश मे २८ फ़रवरी २०१३ से लागू भारत सरकार के क्लीनिकल प्रतिष्ठान (पंजीकरण और नियमन) अधिनियम, 2010 ने कम पूँजी वाले चिकित्सकों की नींद उडा दी है । हाँलाकि यह सरदर्द मात्र होम्योपैथों के लिये नही बल्कि मेडिकल सेवा मे आने वाले हर उस प्रतिषठान की है जिसमॆ एलोपैथिक चिकित्सक , डेन्टल चिकित्सक, डाइगनोस्टिक सेन्टर और आयुष पद्दतियों के सभी चिकित्सक शामिल हैं । एक बार राज्यों द्वारा अपनाने पर इस अधिनियम के अनुसार, राज्य सरकारें क्लीनिकल प्रतिष्ठानों के पंजीकरण के लिए प्रत्येक जिले में पंजीकरण प्राधिकरण की स्थापना करेंगी। किसी भी चिकित्सक को क्लीनिकल प्रतिष्ठान चलाने के लिए इस अधिनियम के प्रावधानों का पालन करना होगा। अधिक जानकारी के लिये http://clinicalestablishments.nic.in/ पर जायें ।
संक्षिप्त में इस एक्ट के अनुसार अब सरकार यह तय करेगी कि क्लीनिक चलाने के लिये आपके पास पर्याप्त जगह हो , प्रक्षिक्षत स्टाफ़ हो , क्लीनिक में शौचालय की व्यवस्था हो , आपातकालीन परिस्थितियों में अगर रोगी का इलाज क्लीनिक मे नही हो सकता है तो उसे पास के अस्पताल तक पहुँचाने के लिये एम्बुलेसं हो , आदि-२ । C.M.O. के पास यह अधिकार होगा कि अगर चिकित्सक एक्ट का पालन नही करता है तो उस पर पहली बार १०००० रु. , दूसरी बार ५०००० रु और तीसरी और अन्तिम बार ५ लाख रु तक का जुर्माना लगाया जाय । एक्ट के अनुसार यदि चिकित्सक मेडिकल सेवा के अलावा और किसी कार्य /कारोबार मे लिप्त पाया जायेगा तो उसे दुराचार ( misconduct ) की संज्ञा दी जायेगी :) विस्तृत जानकारी के लिये यहाँ देखें ।
यह सिस्टम आयुष पद्दति के चिकित्सकों के लिये आघात से कम नही है । अगर देखा जाये तो ऐलोपैथिक के प्रावाधानों को होम्योपैथिक व अन्य आयुष पदद्तियों मे डालने का यह जबरन प्रयास है ।
- इस एक्ट को समीक्षा के लिये डालने की आवशयकता भी इसलिये पडी क्योकि यदि होम्योपैथी क्लीनिक पर एलोपैथी के मानक तय किये जायेगें तो क्लीनिक खोलना और चलाना कठिन हो जायेगा।
- इस एक्ट मे होम्योपैथिक के अधिकारियों एवं संस्थाओं तथा प्रतिनिधियों को समुचित स्थान नही दिया गया है तथा जिला स्तर पर भी पर्याप्त प्रतिनिधित्व नही है जिससे होम्योपैथिक चिकित्सकों के हितों की अनदेखी हो सकती है ।
- एक्ट के अंतर्गत गठित होने वाली नेशनल कांउनसिल एवं जिला कमेटियों में एलोपैथी की प्रोफ़ेशनल संन्स्थाओं , अधिकारियों एवं प्रतिनिधियों को अधिक प्रतिनिधित्व दिया गया है परतुं नेशनल कांउनसिल मे भारतीय चिकित्सा पद्धतियों के तीन सदस्यों को स्थान दिया गया है जबकि केन्द्रीय होम्योपैथिक परिषद के मात्र एक प्रतिनिधि को स्थान मिला है ।
- होम्योपैथिक चिकित्सक के लिये प्रशिक्षित स्टाफ़ उपब्ध हो पाना भी संभव नही है क्योंकि होम्योपैथी मे फ़ार्मासिस्ट का कोई अधिकृत प्रशिक्षण नही है ।

National Council for Clinical Establishments under the Chairmanship of Director General of Health Services, Government of India in consultation with various stakeholders has prepared draft minimum standards for various categories of Clinical Establishments for implementation of the Clinical Establishments Act.
The comments, suggestions, objections, including deletions /additions if required in the draft documents are invited from public at large, including the stakeholders like hospitals and other clinical establishments, consumer groups etc.
The comments may kindly be sent to Dr. Anil Kumar, CMO(AK) Room No.506 ‘D’ Wing, 5th Floor, Nirman Bhawan, New Delhi-110018 at his email- id dr.anilkumar@nic.in with in one month of publication of this Notice on the website.

Cashews Are A Natural Anti-Depressant

Even more important, tryptophan is also made into serotonin, one of your body’s most important neurotransmitters. You can do the same thing with your food. And no one can tell us that beans, peas, cheese, nuts and wheat germ are toxic if you eat a lot of them!
Plenty of carbohydrates (starches) in your meals help tryptophan get to where it does the most good: in your brain. In order to cross the blood-brain barrier to get in, carbos are required. So cheese and crackers provides a better effect than the cheese standing alone. An egg or two on toast is better than just the egg. Beans, peas, and nuts already contain carbohydrate, so you are all set there.
Consider that five servings of beans, a few portions of peanut butter, or just one big handful of cashews provides one to two thousand milligrams of tryptophan, which will work as well as prescription antidepressants… but don’t tell the drug companies.
